Delft University of Technology, also known as TU Delft, is the largest and oldest Dutch public technical university, located in Delft, Netherlands. Deltares, established in 2008, is an independent not-for-profit knowledge institute for applied research.

The collaboration focuses on the field of water, subsurface and infrastructure including river, waterways, coastal and geo engineering and environment fluid mechanics, to address activities of joint interest by building capacities, providing services and disseminating knowledge by offering certificate courses and short-term training, joint seminars, conferences and workshops and also joint research activities.

The collaboration focuses on Public Private Partnerships (PPP) in infrastructure to achieve Sustainability (Environmental, Social and Economic) through joint training activities, establishing national linkages, especially in the Mekong region and undertaking faculty training and capacity building as relevant. Developing curriculum for full time, part time and certificate programs on PPP in Infrastructure covering both Face to Face (F2F) and e-Learning platforms.
